FTA issues Special Directive 25-2 to require the Pennsylvania Department of Transportation (PennDOT) to take action to address critical safety deficiencies in its safety oversight of the Southeastern Pennsylvania Transportation Authority’s (SEPTA) overhead catenary system (OCS). FTA has determined the issuance of this Special Directive is necessary to avoid or mitigate the risk presented by PennDOT’s oversight deficiencies through immediate compliance.
