Thomas Littleton, PhD, Associate Administrator

Thomas Littleton is the inaugural Associate Administrator for Transit Safety and Oversight at the Federal Transit Administration in Washington, D.C.

The FTA Office of Safety and Oversight administers a national transit safety program and monitors program compliance to ensure safe, reliable, and equitable transit service in accordance with FTA policy and regulatory requirements. The office implements and oversees safety standards for all modes of public transit in the United States. Additionally, the office provides programmatic oversight to more than $11 billion of transit investment each year. This position leverages Tom’s extensive background in safety operations to usher in a new era of transit safety.

Tom joined the FTA from the Federal Aviation Administration, where he led their headquarters accident investigation division. He is a retired U.S. Air Force Lieutenant Colonel, fighter pilot and commander. Following retirement from the Air Force, Tom worked extensively in the aerospace industry and as a private military contractor. Tom has received his PhD in Business Administration from Northcentral University in Arizona.

Kimberly Burtch, Acting Deputy Associate Administrator

As the Acting Deputy Associate Administrator in FTA’s Office of Transit Safety and Oversight, Ms. Burtch leads the development and implementation of FTA’s transit safety programs, new safety regulations, and grant compliance oversight. 

Most recently, Ms. Burtch was the Director of the Office of Safety Review, where she managed the FTA Drug & Alcohol, Emergency Management, and Transit Safety Oversight requirements under the current transit safety program as well as new requirements under MAP-21.

Ms. Burtch previously served as the Chief of the Safety Assurance and Risk Management Division in the FTA Office of System Safety. In this role she oversaw the development of new safety procedures including FTA’s new Accident Investigation function, national policy and safety advisories, FTA’s Safety Risk Management Framework procedures, and a strategic data collection requirements project. Prior to joining FTA, Ms. Burtch served for 15 years as a senior safety program analyst in the Federal Aviation Administration’s (FAA) Office of Accident Investigation and Prevention, where she managed the FAA’s Accident Investigation Quality Assurance program and led the office’s transition to ISO 9001 certification.
