This letter is a response to the Illinois Department of Transportation’s (IDOT) request for clarification regarding the requirements of Special Directive (SD) 23-1. FTA issued SD 23-1 on October 23, 2023, to direct IDOT to address a pattern of insufficient staffing in the State Safety Oversight (SSO) Program in violation of 49 CFR Part 674.
