Office of Safety Review


The Office of Safety Review is responsible for establishing the framework for coordinated and cooperative review of safety activities within FTA, in accordance with the new Safety Management System (SMS) approach.

This office reviews, oversees, and maintains transit safety policy compliance and monitoring compliance of technical assistance to transit industry stakeholders.

Patrick Nemons, Acting Director

As the Acting Director of the Office of Safety Review, Patrick Nemons manages the Federal Transit Administration’s (FTA) Drug & Alcohol, Emergency Management, and Transit Safety Oversight requirements.

Most recently, he served as the Special Assistant to the Associate Administrator in the FTA Office of Transit Safety and Oversight where he conducted risk assessments and worked with the DC, Maryland and Virginia on their efforts to reassume State Safety Oversight responsibility of the Washington Metropolitan Area Transit Authority (WMATA). Prior to joining FTA, Mr. Nemons served in the Office of the Secretary, where he started as the Lead Aviation Industry Analyst in the Aviation Consumer Protection Division and rose to the position of the Deputy Director/Acting Director of Audit Relations. Mr. Nemons previously served in the Office of the Inspector General, where he audited the airline industry’s customer service commitment. His contributions helped lead to the passing of the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (AIR-21).

Mr. Nemons began his Federal career as a Presidential Management Intern/Fellow at USDOT. He is also an US Air Force veteran. Mr. Nemons has a Bachelor of Science in Criminal Justice and an MBA in International Management from Southeastern University, in Washington, DC, as well as Ph.D. studies in Political Science from Howard University.
