The Federal Transit Administration (FTA) announces the availability of approximately $3.5 million in Mobility for All pilot program funding in this Notice of Funding Opportunity. A synopsis and full announcement of this funding opportunity is posted on Grants.gov as FTA-2020-001-TPM. Proposals must be submitted electronically through Grants.gov by midnight Eastern Time on Monday, January 6, 2020.

Summary: 

FTA makes available $3,500,000 in funding for the Mobility for All pilot program; Catalog of Federal Domestic Assistance (CFDA) number: 20.513). As required by federal transit law, funds will be awarded competitively to finance innovative capital projects that will improve the coordination of transportation services and non-emergency medical transportation services. 

This funding opportunity seeks to improve mobility options through employing innovative coordination of transportation strategies and building partnerships to enhance mobility and access to vital community services for older adults, individuals with disabilities, and people of low income. 

In spite of significant investment in public transportation services, serious gaps in service and coordination still exist in many communities. Limited access to transportation can affect the health and economic vitality of a community and disproportionately affect older adults, people with disabilities, and individuals of low income. Therefore, on behalf of the Coordinating Council on Access and Mobility (CCAM), FTA is launching the Mobility for All pilot program to fund innovative projects that enable comprehensive nonemergency medical transportation as well as connecting people to everyday destinations such as healthy food outlets, jobs, education and health services. This pilot program will fulfill statutory requirements for the CCAM that are included in Section 3006 of the Fixing America’s Surface Transportation (FAST) Act, including demonstrating an allocated cost model and launching a comprehensive pilot program, as well as advancing the objectives of the CCAM strategic plan

A complete proposal submission will consist of at least two files: (1) the SF 424 Mandatory Form and (2) the supplemental form for the FY 2020 Mobility for All pilot program. Once completed, the applicant must place the supplemental form in the attachments section of the SF-424 Mandatory form. Applicants must use the supplemental form designated for Mobility for All pilot program and attach the form to their submission in Grants.gov to complete the application process. A proposal submission may contain additional supporting documentation as attachments.

FTA requires that all project proposals be submitted electronically through Grants.gov by 11:59 p.m. EDT January 6, 2020. Mail and fax submissions will not be accepted. Interested applicants may apply for one project per supplemental form. Additional projects must be submitted separately following the guidance provided in the NOFO.

Eligible Applicants: 

Eligible applicants are designated or direct recipients of 5307, 5310, or 5311 FTA program funds. Applicants must be registered in the System for Award Management (SAM) database and maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by FTA.

Dates: 

An applicant must submit a proposal electronically by 11:59 p.m. EDT January 6, 2020. Any agency intending to apply should initiate the process of registering on the Grants.gov site immediately to ensure completion of registration before the submission deadline.

FTA urges applicants to submit their project proposals at least 72 hours prior to the due date to allow time to receive the validation message and to correct any problems that may have caused a rejection notification. FTA will not accept submissions after the submission deadline. Grants.gov scheduled maintenance and outage times are announced on the website. The deadline will not be extended due to scheduled maintenance or outages.
