DBE regulations require FTA recipients to report transit vehicle procurement awards (49 CFR 26.49). Since November 2014, FTA recipients have been required to submit, within 30 days of making an award, the name of the successful bidder and the total dollar value of the contract. Only eligible TVMs may bid on FTA-assisted transit vehicle procurements. Transit vehicle manufacturers that have submitted a goal methodology to FTA that has been approved, or has not been disapproved, at the time of solicitation are eligible to bid (49 CFR 26.49(a)(1)). To remain eligible, TVMs must submit their DBE goal methodology to FTA by August 1 of each year.

This is a list of TVMs that have submitted a DBE goal methodology that FTA has not disapproved and are therefore eligible to bid or propose on FTA-assisted transit vehicle procurements. This page addresses only a vendor’s eligibility as a TVM under the DBE regulations. There may be other laws or regulations that affect whether the TVM is eligible to be awarded an FTA-funded contract, such as 49 U.S.C. 5323(u) (Limitation on Certain Rolling Stock Procurements), 49 U.S.C 5318 (Bus Testing Requirements), and 49 U.S.C 5323(j) (Buy America), and some TVMs on this list may not be eligible to be awarded an FTA-funded contract. Recipients are responsible for ensuring FTA funds are awarded only to entities eligible to receive such funds.

Note: The DBE Interim Final Rule (IFR) issued on October 3, 2025, paused some reporting and submission requirements. Until further notice, TVMs are not required submit DBE goals on August 1st—to maintain TVM eligibility you need only email FTATVMSubmissions@dot.gov and state your interest in remaining on the list.
