This annual report to Congress on Before-and-After Studies summarizes the findings for two projects that opened to service in 2010 and 2011:

  • Northwest-Southeast Light Rail Project (Dallas, TX)
  • Tide Light Rail Project (Norfolk, VA)

Before-and-After Studies help sponsoring agencies and FTA accumulate insights into the actual costs and impact of major capital investments.
