The purpose of this manual is to provide comprehensive reporting policy and guidance to personnel who submit data to the NTD for urban transit systems operating 30 or fewer vehicles in maximum services OR for rural transit systems (e.g., State DOTs and Tribal Transit Programs). It may also be useful for agencies which are only required to submit asset inventory data to the NTD (see Asset Inventory Data section).
