Expedited Project Delivery Pilot Program Standard Cost Category Workbooks
Applications for the Expedited Project Delivery (EPD) Pilot Program must include an EPD Standard Cost Category (SCC) Workbook.
FTA’s Standard Cost Categories establish a consistent format for the reporting, estimating, and managing of capital costs. The SCC Workbook is a project management tool that is project-based as opposed to grant-based. Over the life of a project, the consistent format should make it easier to track, evaluate and control cost changes. While the SCC worksheets provide a fundamental project management tool for EPD projects, an important part of operationalizing the Standard Cost Categories is creating a simple interface with FTA's Transit Award Management System (TrAMS).
Applicants are reminded to use the EPD SCC Workbook applicable to their project, either New Starts, Small Starts or Core Capacity, as the three SCC Workbooks are different. (Do not use the SCC Workbooks associated with FTA’s Capital Investment Grants (CIG) Program for the EPD Pilot Program.)
Download the applicable EPD SCC Workbook, complete the workbook, and attach to an EPD application form:
Applicants must use the EPD Pilot Program application. FTA will notify applicants in writing within 120 days after receipt of a complete submittal whether it has been approved.
