Fiscal Year 2020 Annual List of Certifications and Assurances for FTA Grants and Cooperative Agreements

FTA is authorized to consolidate any certification or assurance required by law or regulation for its programs into a single document a grant applicant may submit annually, and must publish a list of all such certifications annually. (49 U.S.C. 5323(n).)

Please give special attention to the new Certification 2: Public Transportation Agency Safety Plans. In fiscal year 2020, FTA is requesting that an applicant refrain from making the PTASP certification if the applicant is not subject to the PTASP rule (49 C.F.R. Part 673), or if it is subject to the PTASP rule but has not yet completed its PTASP requirements. The applicant can make other applicable certifications at any time, and add the PTASP certification after it has completed PTASP requirements. Please refer to the explanatory text accompanying the PTASP certification for additional information and contact your FTA regional office with any questions about the PTASP certification.

The following apply to Federal fiscal year 2020:

The Certifications and Assurances will remain available in the Transit Award Management System (TrAMS) throughout FY2020, should recipients need to revise their submission. To PIN the Certifications and Assurances, an, authorized grantee official and attorney must create a new PIN for use in TrAMS. To assist you, FTA has posted quick-reference presentations on setting up a PIN and How to PIN Certifications and Assurances. Additionally you may refer to the TrAMS User Guide.
