Fiscal Year 2019 Annual List of Certifications and Assurances for FTA Grants and Cooperative Agreements
FTA is authorized to consolidate the certifications and assurances required by federal law or regulations for its programs (49 U.S.C. 5323(n)), into a single document that an applicant for or recipient of federal assistance under 49 U.S.C. chapter 53 must submit annually or as part of its application for such federal assistance. FTA is also required to publish a list of these certifications and assurances annually. Since 1995, FTA has consolidated the pre-award Certifications and Assurances required by law or regulation into a single document for publication. To receive federal assistance appropriated or made available for the grant, cooperative agreement, loan, loan guarantee, line of credit, and major credit instrument programs FTA/DOT administers, each applicant must submit the annual Certifications and Assurances required for the type of federal assistance it seeks. After publication, each applicant must submit applicable FY 2019 Certifications and Assurances before FTA may award federal assistance to support that applicant’s request.
Recipients applying for federal assistance under any of FTA’s competitive capital programs (e.g., New Starts, Small Starts, Core Capacity Improvement, Bus & Bus Facilities) or formula programs, are requested to PIN their FY 2019 Certifications and Assurances within 90 days from the date they were published, which was (March 13, 2019). If applying for an alternate program, e.g., Research, Development, Demonstration, and Deployment assistance, FTA expects organizations to PIN the FY 2019 Certifications and Assurances with the submission of an application for Federal assistance or an amendment soon thereafter. These FY 2019 Certifications and Assurances supersede any Certifications and Assurances published in an earlier fiscal year.
The Certifications and Assurances will remain available in the Transit Award Management System (TrAMS) throughout FY2019, should recipients need to revise their submission. To PIN the Certifications and Assurances, an, authorized grantee official and attorney must create a PIN for use in TrAMS.
