2010 Before and After Studies of New Starts Projects

The 2010 Before and After Studies of New Starts Projects reports that since the last report in 2009, no additional studies have been due from New Starts or Smalls Starts project sponsors. Given that the last milestone for collection of information for the project sponsor's Before-and-After Study does not occur until 2 years after a project has opened for revenue operation, it can take several years after a project receives a full funding grant agreement for a Before-and-After Study to be completed by the project sponsor and approved by FTA.

The letter to Congress indicates that project sponsors of three New Starts projects have completed their data collection efforts and are expected to submit these final Before-and-After Study reports to FTA in time for inclusion in the 2011 Report to Congress:

  • Tri-Rail Double Track Corridor Improvement Program Segment 5 commuter rail transit; Palm Beach County, Broward County, and Miami-Dade County, Florida
  • South Corridor light rail transit; Charlotte, North Carolina
  • Sprinter (previously known as "Oceanside-Escondido") light rail transit; San Diego, California
