This is the first annual Contractor Performance Assessment Report transmitted to Congress. 

While the report does not include any analysis of the consistency and accuracy of cost and ridership estimates for particular projects, it does provide the framework that FTA will use for preparing yearly reports in the future, which will contain information on particular projects.

This report was published and transmitted to Congress in August 2006.
