FTA Letter to State DOT Secretaries and Transit Agencies: PTASP Reminder Letter February 2020
In light of the extraordinary challenges presented by the COVID-19 public health emergency, on December 11, 2020 FTA issued a second Notice of Enforcement Discretion for the Public Transportation Agency Safety Plan (PTASP) regulation (49 CFR Part 673). FTA will refrain from taking enforcement action until July 21, 2021 for recipients and subrecipients unable to certify compliance with the PTASP regulation. On February 21, 2020, FTA published a letter to State DOT Secretaries and transit agencies to remind them of their obligation under the Public Transportation Agency Safety Plan (PTASP) regulation (49 CFR Part 673). The PTASP regulation implements a proactive, risk-based approach to managing transit safety and requires recipients and subrecipients of financial assistance under the Urbanized Area Formula Program (49 U.S.C. Section 5307) and rail transit agencies that are subject to the Federal Transit Administration (FTA) State Safety Oversight Program to have an Agency Safety Plan in place no later than July 20, 2020. We are less than six months from the compliance deadline.
