The 2003 United We Ride Framework for Action: Building the Fully Coordinated Human Service Transportation System is a planning and action tool that helps States and communities understand where they are, define their priorities, and move towards specific actions. This self-assessment tool can help local and statewide transportation agencies work toward achieving their mobility and financial goals and help stakeholders realize a shared perspective and build a roadmap for moving forward together. It supplements the United We Ride Logic Model and Measures tool.
