Unless the Federal Transit Administration determines otherwise in writing, before FTA may award a grant, cooperative agreement, loan, line of credit, or loan guarantee, pre-award certifications and assurances are required. The applicant must authorize a representative to select and sign its certifications and assurances and bind the applicant’s compliance. Applicant’s authorized representatives must select and sign all certifications and assurances required to support each application it submits to FTA for federal assistance during federal fiscal year 2016.
