Award Management Requirements Circular (5010.1E)

The FTA Award Management Requirements Circular (FTA Circular 5010.1E) is intended to assist recipients in administering FTA-funded projects and in meeting award responsibilities and reporting requirements. Recipients have a responsibility to comply with regulatory requirements and to be aware of all pertinent material to assist in the management of FTA federally assisted awards. 

Several page changes have been made to FTA Circular 5010.1E, effective July 16, 2018. The changes were made to provide better understanding and clarity regarding:

  • Federal financial reporting
  • FTA concurrence on the acquisitions and disposition limit for appraisals of real property
  • FTA concurrence before filing condemnation and
  • Changes to the Capital Leases section. 

The updated circular replaces the most recent version of the FTA Circular 5010.1E, effective July 21, 2017. The circular incorporates changes to FTA’s programs resulting from enactment of FTA’s most recent authorizing legislation, the Fixing America’s Surface Transportation (FAST) Act (Pub. L. 114-94, Dec. 4, 2015), as well as the FY2018 Apportionments Notice

If there is a conflict between the Award Management Requirements Circular (FTA Circular 5010.1E) and program-specific circulars, the program-specific circulars prevail.
