Associate Administrator for Budget & Policy
Theresa Kohler serves as the Associate Administrator for the Office of Budget and Policy. In this role, she serves as FTA’s Chief Financial Officer.
Ms. Kohler’s portfolio includes budget and financial management, policy development, strategic planning and data analysis for a $13 billion organization that provides support to over 4,000 grant recipients. She brings a wealth of knowledge and experience in managing large mission support operations, including budget, finance, facilities management, internal controls, human capital, labor relations, agency-wide policy, performance management and strategic planning.
Prior to joining FTA, she held a variety of positions in financial administration and management with the Bureau of Fiscal Service at the Department of Treasury, Office of Inspector General at the Department of Health & Human Services, Department of Justice, and the Department of Transportation, where she began her federal career as a Presidential Management Fellow.
Ms. Kohler is a doctoral candidate in Public Policy and Public Administration at Virginia Tech. She received a master’s in Public Administration from the University of Delaware and a bachelor’s degree in Political Science/History from Capital University.
