Purpose

This circular is new guidance on the use of FTA funds or FTA-funded real property for joint development, and consolidates all FTA guidance on joint development. This circular incorporates provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21), Pub. L. 112-141 (2012), and is effective October 1, 2014.

In conjunction with publication of this circular, a Federal Register notice (PDF) was published on August 25, 2014, addressing comments received during the development of this circular.

Cancellation

On October 1, 2014, this circular will cancel 72 FR 5788, Feb. 7, 2007, Notice of Final Agency Guidance on the Eligibility of Joint Development Improvements Under Federal Transit Law (PDF), and will supersede any FTA guidance on joint development contained in other sources.
