This proposed Third Party Contracting Guidance [C 4220.1G] governs how grant recipients award and administer contracts to third-party subcontractors or vendors. This updated circular would replace the current circular, which has not been revised since 2013.

The proposed updates reflect statutory and regulatory changes and provides additional non-binding guidance. FTA invites public comment on the proposed circular by December 27, 2024.
