ASP Review Checklist for RTAs and SSOAs

The Federal Transit Administration (FTA) prepared this worksheet to support Rail Transit Agencies (RTAs) and State Safety Oversight Agencies (SSOAs) in developing Agency Safety Plans (ASPs) that meet applicable 49 C.F.R. Part 673 and 49 C.F.R. Part 674 requirements. This worksheet provides succinctly worded checklist items to guide RTA and SSOA assessments of the ASP’s compliance with regulatory requirements, arranged next to columns containing the full text of the requirement and previous FTA guidance regarding the requirement. This structure makes it easy for each RTA internal ASP reviewer and SSOA to assess the checklist item within the context of FTA’s rules and technical assistance.
