FTA Region 9 Acting Regional Administrator
Edward Carranza, Jr. has been appointed as the Acting Regional Administrator of the FTA's Region IX Office in San Francisco, CA. He is responsible for representing the FTA Administrator in Region IX, which includes the states of California, Nevada, Arizona, Hawaii and the three territories being Guam, Northern Marianas, and American Samoa. He provides executive direction to a professional staff of 34 responsible for grant development and program management. Prior to his appointment, Mr. Carranza joined FTA in 1998 as Region IX’s Director in the Office of Program Management & Oversight. He was responsible for the region’s post-grant activities including procurement systems reviews, project management oversight on major capital projects, grant management oversight, financial management reviews, triennial reviews, state management reviews, and real estate disposition actions. In 2005, Mr. Carranza was selected to fulfill the roles and responsibilities as Deputy Regional Administrator for FTA, Region IX. In this capacity, he was responsible for the activities of all administrative operations in the Region IX office, and when appointed, acted on behalf of the Region IX Administrator.
Prior to joining FTA, Mr. Carranza was with a major private architectural engineering firm. During his twenty-two years with the private firm, he had responsibilities providing project and construction management services in heavy industrial projects. And during the last ten years with the private firm, he had responsibilities serving as one of FTA’s Project Management Oversight Contractors.
Mr. Carranza holds a Bachelors of Science degree in Civil Engineering from the University of Texas at El Paso, and he is a licensed Professional Engineer in California.
