Catherine Teebay
Special Advisor for Policy & Program Implementation
Catherine Teebay is FTA's Special Advisor for Policy and Program Implementation, assuming the role in March 2024. In this role, she supports FTA’s work on zero-emission buses, grant reviews, budget, policy, and project delivery.
Previously, she served nearly two years in the Office of the Deputy Secretary, where she served as Deputy Director for Policy and as Advisor to the Deputy Secretary. During her time with Deputy Secretary Trottenberg, Ms. Teebay focused on electric vehicles, commercial space, public transit, roadway safety, spectrum systems, and climate.
Prior to joining USDOT, Ms. Teebay worked as a Policy Analyst at the District of Columbia Department of Transportation focusing on climate, public transportation, bike and pedestrian safety, and Safe Routes to School. Previously, she also worked for the Natural Resources Defense Council as a Climate Advisor in the District, working on projects and policies to reduce emissions including congestion pricing, protected bike lanes, bus prioritization, and electric vehicle policy. She also has experience in the automotive industry having worked for both an automotive trade association and in the private sector.
Ms. Teebay graduated from Claremont McKenna College with honors and a B.A. in Government and History. She is a proud Angeleno and lives in Washington D.C.
