Food access and mobility issues present a significant challenge for individuals seeking nutritious food, with barriers stemming from factors like geographic location, socioeconomic status, and transportation availability. Urban areas often face food deserts that disproportionately impact low-income communities, while rural regions struggle with long distances to grocery stores and limited public transportation options. Individuals with disabilities or transportation limitations encounter additional hurdles in accessing food sources, exacerbating food insecurity. A comprehensive approach is essential to address these challenges, involving enhancements to transportation options, increased healthy food retailer availability, and community-based programs to improve food access for all. The Federal Transit Administration's 5310 grant program plays a vital role by funding specialized transportation services for seniors and individuals with disabilities. This report will delve into the concept of "incidental use," allowing 5310 grant-funded vehicles to serve purposes beyond transit, community partnerships with transit agencies to expand food access and more to offer insights and recommendations to enhance food access and mobility for vulnerable populations.
